HRC: Senate adopts unwelcomed amendments to the Matthew Shepard Hate Crimes Prevention Act
The Human Rights Campaign, the nation’s largest lesbian, gay, bisexual and transgender (LGBT) civil rights organization, responded today to votes relating to the hate crimes provisions in the Defense Department authorization bill. The Senate passed four amendments to the Matthew Shepard Hate Crimes Prevention Act: three offered by Senator Sessions (R-AL) and one offered by Senator Kennedy (D-MA). Forty years ago, when I first came to the U.S. Senate, it was entirely possible for an employer to fire workers because of their sexual orientation, and that remains true today in 30 states. A jury on Friday convicted a man of manslaughter as a hate crime for killing a transgender woman he shot outside a house party last year. Dwight DeLee was found guilty of first-degree manslaughter for the fatal shooting of 22-year-old Lateisha Green outside the Syracuse party in November because of anti-gay bias. An LDS Church spokeswoman used those words to explain why a couple of tipsy lovers were ordered to leave the plaza after one of them kissed the other’s cheek. They said no, suggested the security guy call the police, which he did, and the two men ended up charged with criminal trespass.

Even without him there in person, it was a big day on Capitol Hill for Senator Edward M. Kennedy. His bill to extend federal hate crimes protections to gays and the disabled made it to the Senate floor with its best prospects since Kennedy, who is fighting brain cancer, first introduced the bill in 1997. Democrats control both the Senate and House, which passed a version in April, and President Obama supports the legislation as well. The bill, named for Matthew Shepard, the gay Wyoming college student who was beaten to death, would add gender, sexual orientation, gender identity, or disability to current hate crimes law, which applies to acts of violence motivated by prejudice against a person’s race, color, national origin, or religion.

McCain Leads Protest Against Hate Crimes Bill

A vote that would attach hate crimes legislation as an amendment to a must-pass defense bill is expected Thursday. Republican Senator John McCain of Arizona is leading the charge against the move, Politico reported. Senate Majority Leader Harry Reid on Tuesday announced he would attach the Matthew Shepard Hate Crimes Act to a $690 billion defense authorization bill. Lawmakers Raise Concerns About Locker Rooms at Trans Rights Hearing

During a Judiciary Committee hearing on the transgender rights bill July 14 some members of the committee indicated that they had concerns about the bill, particularly about its impact on bathroom and locker room facilities. In the weeks leading up to the hearing opponents of the bill, led by the conservative Christian advocacy group Massachusetts Family Institute (MFI), had waged a media and lobbying campaign to brand the legislation, House Bill 1728, as “the bathroom bill,” claiming that it would enable sexual predators to dress as women and enter women’s bathroom and locker room facilities. Only one committee member, Rep. Colleen Garry (D-Dracut), raised that scenario as a serious concern during the hearing, but other committee members, including House committee chair Rep. Eugene O’Flaherty (D-Chelsea), said they believed the bill might threaten the rights to privacy and modesty of non-transgender people using locker room and bathroom facilities. These five are not equally matched horses heading for the same finish line. Two of the cases challenge one aspect of the federal Defense of Marriage Act (DOMA), while the other three seek to strike down statewide bans on gay marriage, arguing they violate the U.S. Constitution.

DEAR WONDERING: Many parents would be delighted for their kids to choose marriage. A wise parent knows that forcing offspring to choose between them and a romantic relationship often results in the younger person choosing the latter. Your daughter knew the risks she was running in terms of her relationship with you when she and her partner chose to marry. She did it anyway. You may assume that she is as stubborn as you are. Because you rule out the option of "agreeing to disagree," you really left your daughter no option but to terminate the relationship.I can only urge you to try harder to find a way to reconcile. If your daughter chooses to have children, you might want to have a relationship with them.

‘Hair’ to Go Dark for a Day So Cast Can March for Gay Marriage Rights

In an unusual move for a Broadway show, the producers of the musical “Hair” announced on Monday that they were canceling the Sunday matinee on Oct. 11 so that the cast could join the National Equality March that day in Washington in support of gay-marriage rights. Oskar Eustis, the artistic director of the Public Theater, a producer of “Hair,” said that the decision reflected the spirit of the musical. “Its message of change and hope and inclusion is one we try to live, not just preach,” he said in a statement. The announcement was to be made at a rally in Los Angeles after the “Hair” cast taped a segment there for “The Tonight Show With Conan O’Brien” Monday. A spokesman for “Hair” said the producers were adding a performance for Monday, Oct. 5. People who have tickets to the Oct. 11 matinee can exchange them for another performance.

Post Office Removes Pride Display

A gay pride exhibit installed at the downtown post office in Milwaukee on June 1 stayed on display less than four hours before it was removed by a U.S. Postal Service official, reports the Milwaukee Journal Sentinel. Maggi Cage, head of the Milwaukee LGBT Community Center, was asked to create the exhibit by Dale Shuster, a letter carrier and member of the post office’s diversity team. Shuster secured written approval from the post office’s diversity manager for the exhibit, which included photos of gay pioneers, historical information and a large AIDS awareness stamp in glass cases in the post office lobby.

Four Reasons for Hope on LGBT Rights and the Obama Administration

OK, so you voted for Obama, and you are a big LGBT rights supporter, and you are starting to despair because he has yet to push for the repeal of either DOMA or the Don’t Ask, Don’t Tell policy. And to make matters worse, you’ve heard that his Department of Justice filed a brief in a case challenging the constitutionality of DOMA in which it argued that the law is clearly constitutional. The Administration has been hit hard, and rightfully so, on all of these points by LGBT leaders and by the gay blogosphere. But I, for one, do not want to completely lose the sense of optimism that I felt just a few months ago when Obama replaced what was without a doubt the worst and most incompetent administration since that of Herbert Hoover’s. I want to find reasons to still believe that the Obama Administration will do the right thing for LGBT people, and do it relatively soon. Below are four “signs of hope” (and perhaps you can think of more). Please understand that I am not suggesting that these small steps justify the Administration’s refusal so far to push for the repeal of DOMA and of the military’s blatantly discriminatory policy. All I am saying is that these are silver linings of sorts which suggest that perhaps better things are on the way when it comes to how the Administration will handle some of the most important civil rights issues of our time. Specifically, MTV Networks’ gay-themed Logo channel has announced that the Fleetwood Mac singer/songwriter will be the first subject of a new series of specials dubbed “NewNowNext Icons.” The shows will focus on “the timeless music legends that have reached icon status in the eyes of the LGBT (lesbian, gay, bisexual and transgender) community and the greater world of pop culture,” according to a Logo statement. In the half-hour premiere airing at midnight EDT/PDT on July 19, Nicks will share her thoughts on why the LGBT community has embraced her music and persona, Logo said. She will also discuss her career, inspirations and future projects. Music videos for tunes such as “Landslide,” “Gypsy” and “Stand Back” will also be featured. In what is believed to be the largest donation ever given by a lesbian donor to an LGBT archive, Jeanne Córdova (pictured) has made a donation of $30,000 to the ONE National Gay and Lesbian Archives in Los Angeles. The donation will be used specifically for the lesbian feminist collections.
“In this newly energized era of LGBT activism, our younger generations are eager to learn about their heritage that’s not taught in schools,” said Córdova in a statement released by ONE. “Lesbian history is a critical part of that heritage.” Read more

The number of drunken drivers on the roads has fallen sharply during the past 30 years amid tougher laws, stiffer enforcement and a shift in societal views on alcohol, a government survey found Monday. A roadside survey released by the National Highway Traffic Safety Administration found that 2.2 percent of drivers had blood-alcohol levels of 0.08 or higher in 2007. The results represented a steady decline compared with studies conducted since 1973, when 7.5 percent of the drivers surveyed were legally intoxicated.

David Cameron was on his way from London to Croydon in a second-class train car last October when a middle-aged man across the aisle interrupted him and started telling an obscene joke. Cameron, the 42-year-old leader of Britain’s Conservatives, had been discussing his first clear political memory — the May 1979 trial of the head of the Liberal Party, Jeremy Thorpe, a closeted homosexual, for conspiring with a nightclub owner to murder his sometime lover, Norman Scott. That trial, which began the same week as the elections that brought Margaret Thatcher to power, remains a symbol, to a certain sort of Englishman, of the societywide breakdown of the 1970s, which was a decade of currency devaluations, crippling strikes, uncollected garbage and shortened workweeks. The eavesdropper across the aisle said with a smirk that he would vote for Cameron if Cameron could tell him how you fit four Liberals on a bar stool.

Sally Kern, who made headlines last year when anti-gay comments she made at a Republican fundraiser were secretly taped and then posted online, is back in the news after she issued her “Oklahoma Citizen’s Proclamation for Morality” before the July 4 weekend. The proclamation blames the country’s current financial woes on a list of moral failings, including same-sex marriage and divorce along with pornography, sex trafficking, child abuse and “many other forms of debauchery.”
Last year, the Republican from Oklahoma City made national news when she called homosexuality more dangerous than terrorism.

Gay Group Ladlad Seeks Comelec Accreditation

MANILA, Philippines—Ladlad, a party-list organization representing homosexual men and women, expressed optimism Wednesday that it would finally be accredited by the Commission on Elections for the 2010 polls.
Ateneo de Manila University professor and Ladlad leader Danton Remoto said the Comelec had assured the group that it would be accredited as a party-list group provided it could prove a national membership.
Remoto said the group now has 22,000 registered members and 10 regional chapters.
In the 2007 elections, the organization was rejected by the poll body on the ground that it did not represent a “marginalized and underprivileged” sector as required by election laws, Remoto said. Read more

The police said they were searching for as many as three other men who participated in the early-morning attacks.
