Three months ago, Guy Distaffen switched Internet providers, lured from hiscable company to his phone company by a year of free service on a two-yearcontract. But soon the company quietly updated its policies to say it wouldlimit his Internet activity each month. "We felt that we were suckered,"said Distaffen, who lives in the small village of Silver Springs in upstateNew York. The phone company, Frontier Communications Corp., is one ofseveral Internet service providers that are moving to curb the growth oftraffic on their networks, or at least make the subscribers who download themost pay more.

-Measles at decade high as more parents fear vaccine
Number of cases so far more than triple last year's
Measles cases in the United States are at the highest level in more than adecade, with nearly half of those involving children whose parents rejectedvaccination, health officials reported Thursday. Worried doctors aretroubled by the trend fueled by unfounded fears that vaccines may causeautism. The number of cases is still small, just 131, but that's only forthe first seven months of the year. There were only 42 cases for all of lastyear.
