With the assistance of an article on Yugoslavia from John Loughran in Gay Times from last year and Wikipedia, I've assembled the following series of profiles: Slovenia: It is the most progressive former republic, perhaps assisted by its distance from conservative Belgrade. It decriminalised homosexuality in1977, passed anti-discrimination laws that included LG Slovenians in 1998,and introduced civil unions in 2006. Croatia: This heavily Catholic former Yugoslav state decriminalised gay sex in 1977, and has a patchwork of isparate anti-discrimination laws that forbid discrimination on the basisof sexual orientation. As well as this,there are domestic partnership partial protections for same-sex relationships, but a private members bill failed to introduce proper civil unions in 2006.

-On March 18, 2008 the Dutch parliament voted on a resolution to endorse theYogyakarta Principles. The resolution was accepted with a large majority(only the political party led by anti Muslim leader Wilders voted against).
Below you'll find an unofficial translation.
Taking into consideration that in more than in 75 countries in the worldhomosexuality is criminalized and in 7 other countries LGBT-people mightface the death penalty;
Taking into consideration that in November 2006 the so called YogyakartaPrinciples are codified, in which all existing and legally binding humanrights are translated to people with a different sexual orientation orgender identity, while the Principles are accompanied with recommendationsto national governments and other actors how to incorporate them in theirlaws and policies;
Taking into consideration that during the 7th session of the UN Human Rights Council the Dutch Minister of Foreign Affairs declared on behalf of theDutch Government to fully endorse the Yogyakarta Principles;
Taking into consideration that May 17 is designated as International DayAgainst Homophobia (IDAHO) and that it is of importance to internationalhuman rights organizations such as Human Rights Watch, AmnestyInternational, Global Rights and ILGA that national parliaments will referto the importance of the Yogyakartya Principles in the fight againstdiscrimination on the grounds of sexual orientation and gender identity;
Declares that discrimination on the basis of sexual orientation and gender identity must be rejected forcefully, while acknowledging that theYogyakarta Principles are thereto a good guidance;
And Requests the President of the House of Representatives of the Dutchparliament to bring the Yogyakarta Principles to the attention of otherparliaments in the context of the International day against Homophobia andrequests the President to ask these parliaments to also endorse theYogyakarta Principles.

- FOE OF THE WEEK Sen. John McCain
While the media obsesses over Barack Obama's relationship with the outspoken Rev. Jeremiah Wright (Fox News reports on it 24/7), John McCain's embrace of ultra-right-wing bigot John Hagee has received little coverage. Hagee, a elevangelist, has stated that Hurricane Katrina was "the judgment of God" against the city of New Orleans for hosting a gay parade the week of the storm. He has also referred to the Catholic Church as "the great whore," "a false cult system" and "the apostate church." He has made statements blaming the Jews for their persecution and accusing them of worshiping idols.
Despite such extreme views, when Hagee endorsed McCain, the Arizona senator told the press that he was "very honored by Pastor John Hagee's endorsement." It was only after McCain got heat from the Catholic Leaguethat the senator issued a cherry-picking repudiation of Hagee's anti-Catholic views.

Because police do not know the motive, they do not classify the murder as a bias, or hate crime.At the candlelight vigil, Green's family said they want justice.

-Minnesota: Osseo School District Continues to Fight Gay Student Group
For nearly three years the two students who sued the Osseo School District were only known in the lawsuit by their initials. Wednesday, they made themselves known in the very high school they claim did the discriminating.

-Canada: Former P-FLAG Chair Questions Health Survey Results
People can play stats to fit any stereotype they want, say members of Cornwall's gay and lesbian community, but new data from Statistics Canada shows trends that may reinforce Hollywood portrayals of homosexuals and their relationship with doctors and psychologists, and consequently, their own minds and bodies. Lesbians, often portrayed as tougher than the average woman on the silver screen, were found to have seen a family doctor six percent less than heterosexual woman in the 12 months before the survey.

- In the early morning of Saturday, 15 March 2008, two gay men - asylumseekers from Kosovo - were victims of violent treatment of the police andthe security staff in the Asylum Center in Ljubljana, Slovenia. They wereharassed and bitten, repeatedly insulted as "fucking Albanians" and"fucking faggots". The incident started in the Asylum Center where theywere first molested by the police in their room, put in handcuffs andtaken to the police station. They were transported to the police stationLjubljana-Vic in their underwear, in separate police vans. At the policestation they were held in separate cells for around 12 hours withoutmedical care and without food. They also didn't get access to theirlawyer. Around 6 p.m. in the evening they were released. On Monday morningthey sought help at SKUC-LL, and were directed to medical examination andto the Ombudsman's Office. Other human rights NGOs and the media wereinformed and the complaints were submitted to the police and to theMinistry of Interior Affairs.

The regulatory body for the medical professions in the UK has said that doctors cannot discrimate against groups of patients, such as gay men or lesbians. The General Medical Council said that a PinkNews.co.uk report on its new guidelines, entitled Personal Beliefs and Medical Practice, was wrong to give the impression that doctors could decline fertility treatment on the grounds of sexual orientation.

A new group for lesbian, gay and bisexual people has been launched in Bangor, Co Down. Gay and Lesbian across Down (GLAD) aims to provide a range of events for gay people living in or visiting the county, which is south of Belfast. District Commander Chief Superintendent Graham Shields of the Northern Ireland Police Service used the launch event to present a new initiative designed to increase the reporting of homophobic hate crime.

-Greek Orthodox church slams rights for unmarried couples
The Greek Othordox Church has spoken out against proposals to allow unmarried heretosexual couples in the country to have their relationships registered. The BBC reports that the Chruch's governing synod described moves by the Greek government to afford unmarried or defacto couples the same legal rights as their married counterparts as a "catastrophic bomb" which threatened Greek society and compared the move to "prostitution."

Conflicting reports are claiming that same-sex marriage would cost Maryland$2.3 million per year - or result in a $3.2 million windfall. Fiscalanalyses delivered this month to state lawmakers show that marriage, civilunions or domestic partnerships for Maryland's same-sex couples could drainmore than $2.3 million annually from state coffers. The US state of Washington has signed into law a Domestic PartnershipExpansion bill that will provide more than 160 new rights andresponsibilities to registered domestic partners. The bill passed the stateSenate on March 4th and the House last month. Tributes paid to private man and sci fi genius
Legendary science fiction author Sir Arthur C. Clarke has died at the age of90 at his home in Sri Lanka. Clarke, who wrote more than 100 books duringhis lifetime, died early yesterday morning from respiratory failure.
Although Clarke was never open about his sexuality, he has long beenbelieved to be one of the most prominent gay writers of the last century.

Three of Europe's leading mayors, two of them openly gay, have been invitedto attend this year's Moscow Pride, organisers said this morning, days aftera controversial St. Patrick's Day Parade which included nudity. Activists Face Charges for Nonviolent Expression
(London, March 19, 2008) - The Indonesian government should order theimmediate release of nine Papua activists arrested for displaying the PapuanMorning Star flag, Human Rights Watch said today. All charges against themshould be dropped. On March 13, police arrested nine people in Manokwari,West Papua, during a demonstration against a 2007 law banning the display ofseparatist symbols, including the Morning Star Flag. One of the nine incustody is reported to be a 16-year-old boy. Indonesia's arrest anddetention of peaceful activists violates the internationally recognizedrights to freedom of expression and assembly.

President Kaczynski's Scandalous Address to the Nation
On March 17, 2008, the Polish national television station TVP emitted arecorded address to the nation by Lech Kaczynski regarding his unwillingnessto sign the Lisbon Treaty. Standing in front the Polish and EU flags, withpatriotic music in the background, he first detailed the successes of beingin the EU but quickly went on to say "Not everything in the EU is good forPoland". According to the President, the Charter of Fundamental Rights ofthe Lisbon Treaty contains provisions which threaten Poland's sovereigntyand would allow, for example, Germans to sue for property which Polandgained after World War II (images of Angela Merkel meeting with ErikaSteinbach were followed by a black and white map of pre-War Europe).

Housing is one of our most basic needs. Yet, the Health Resources andServices Administration (HRSA) wants to limit this human right for manypeople living with AIDS. HRSA has proposed an amendment that would create a24-month lifetime cap onRyan White emergency and transitional housing benefits. For many peopleliving with AIDS, Ryan White CARE Act transitional housing dollars are theonly thing preventing them from being homeless. Not onlydoes the amendment threaten to put people out on the street, it fails toaccount for people who are intermittently homeless and may periodically needthe benefit. And as we all know, our country is in a severe housing crisis -meaning that displaced PWAs would have an even harder time finding a placeto stay if these cuts are allowed to stand. Please call your senators andrepresentative today to demand the withdrawal of this harmful amendment:
